Advancing the AI frontier that relies on semiconductors, data centers, AI-ready training data, and top-level research talent is out of reach for most developing countries in the near term. But adopting AI that is available in the market is not enough because AI’s effectiveness depends on the local context. Adapting AI to solve defined problems in developing countries can do in a decade what might have otherwise taken a century – diagnosing disease, growing small businesses, advising farmers, and delivering public services.\n\nTo seize AI’s potential, governments will need to keep strengthening the analog and digital complements that power AI solutions: electricity, internet connectivity, and foundational skills, but also access to compute infrastructure and local language data. Countries will also need to establish frameworks to procure, monitor and evaluate AI applications so that pilots that work well can be deployed on a larger scale. To manage the risks, countries can leverage voluntary standards to facilitate trustworthy AI and turn to existing regulations when markets fail to protect people against the harms of AI. This report urges policy makers in developing countries to be blinded by neither the hype nor the hysteria surrounding AI in the global headlines. Assuming the most acute phase of commodity trade disruptions ends shortly and shipping volumes gradually return to near prewar levels by October, average commodity prices are projected to rise by 16 percent in 2026—the first annual increase since 2022. With both oil and natural gas prices having soared amid supply shortfalls, average energy prices are forecast to increase by 24 percent in 2026. The Brent oil price is expected to average $86 per barrel, an upward revision of $26 since January. However, the supply shocks brought about by the war are broad-based. Prices for fertilizers are projected to soar, and prices of food commodities and base metals are also projected to increase. Average base metals and precious metals prices are both projected to reach all-time highs. Risks to the commodity price projections are tilted firmly toward higher prices. If disruptions in the Middle East prove more protracted or severe than assumed, the Brent oil price in 2026 could average $95 to $115 per barrel. The Special Focus in this edition quantifies the effects of geopolitical oil supply shocks, as distinct from other sources of oil supply variation. It estimates that during times of surging geopolitical risk, a 1 percent reduction in oil production generates a peak oil price increase, on average, of more than 11 percent, nearly twice the increase Two-thirds of low- and middle-income countries experienced declines in nutrition, learning, or workforce skill development between 2010 and 2025.\n \nBuilding Human Capital Where It Matters argues that, to accelerate human capital development and accumulation, the focus of policy needs to be expanded beyond schools and clinics to include other key settings where human capital is built: the home, the neighborhood, and the workplace. This settings approach provides an understanding of some of the crucial drivers of human capital accumulation, such as care for children and adolescents in the home, the social dynamics and the quality of the environment in neighborhoods, and job attributes that foster learning at work. Inflation continues to decline, but monetary easing has proceeded more slowly than anticipated, non-energy commodity prices are softening, and persistent fiscal deficits continue to constrain needed investment. In addition, the rapid evolution of the global trade regime, together with heightened volatility in energy markets linked to the recent conflict in the Middle East, creates high levels of uncertainty around investment, inflation, and monetary policy undermining medium term growth prospects. Frustration with a lack of progress on the longer-term growth and jobs agenda, combined with the emergence of new academic studies on the Asian Miracles has moved Industrial Policy back to the center of the policy debate in much of the developing world. While policy makers need to remain open to the emerging lessons, LAC’s historical experience—from import substitution industrialization, through market-oriented reforms, to the recent return of industrial policy—shows that across sectors and policy regimes, weak productivity growth persisted, importantly because the region lacked the capability to identify and exploit new technologies, processes, products, and markets. Industrial policy—the range of policy tools governments use to shape what an economy produces, rather than leaving it to markets alone—is back with a vengeance.\n\nContrary to recent headlines, advanced economies are not the heaviest users of industrial policy. As this report documents, developing economies use it more intensively. New data show that total business subsidies among upper-middle-income economies now average 4.2 percent of GDP—the highest on record. Middle-income economies have higher average import tariffs and more dispersion of tariffs across individual products compared to high-income economies—evidence of stronger targeted protection of certain industries. Ports in upper middle income and high income economies generally achieved shorter turn-around times, supported by stronger infrastructure, higher crane intensity, and better coordination. Several ports in East and South Asia again ranked among the top performers, while some ports in Europe and North America continued recovering from earlier congestion. Ports in Sub Saharan Africa, often characterized by capacity constraints and import dominated trade structures, typically recorded longer turnaround times. \n\nThe 2025 edition highlights the exposure of ports to global supply chain disruptions. Recent years have seen repeated shocks, including pandemic-related volatility, geopolitical rerouting, and climate-related events. These disruptions affect vessel arrival patterns, create congestion, and lengthen time spent in port. At the same time, port performance itself influences supply chain stress. Longer turnaround times reduce effective shipping capacity and propagate delays across global networks, reinforcing volatility. Analysis of CPPI data for 2020–2025 confirms a strong two way relationship between port performance and supply chain stress. Periods of higher stress are associated with longer vessel times, while weaker port performance amplifies disruptions by delaying subsequent port calls and tightening capacity. This interaction underscores the role of efficient ports as stabilizers in global trade. \n\nBy providing a consistent time series and detailed underlying data, it enables policymakers, port authorities, operators, and development partners to assess performance trends and compare ports with relevant peers.
